This issue is not reproducible with the latest version of ArcGIS Pro.

Workaround

This is not necessarily a workaround, but it is found that applying existing domains does not affect attribute rules. If an attribute rule is added after the domain(s), applying a domain to the field that the rule is based on does not disable the rule. The domain and attribute rule work together as expected. 

Workarounds for the current issue are:

  • Delete the invalidated attribute rule by manually typing in the rule name in the Delete Attribute Rule geoprocessing tool.
  • Recreate the attribute rule.
