Workaround

1. Create a custom command from IMapServerCommandAction to replace the out of the box MapFullExtent command. 2. Get the FullExtent before the new spatial reference is applied.3. Project the full extent envelope to the new coordinate system. 4. Save this in the Session. 5. Then in the command implementation just set the map control's extent to the envelope in the Session.
