EPS, PDF, and AI exports do not clip data intersected by data frame when using cartographic representations, but do when using standard symbology.

Workaround

a) do not use cartographic representations or b) apply a 1% transparency to the top most layer symbolized with cartographic representations, forcing the data frame to process as raster and therefore, clipping to the data frame extent.
