Workaround

1. Use a non-enterprise login to access tiles.arcgis.com
2. Copy and paste an authentication token as a parameter to the end of the tiles.arcgis.com resource users are trying to access:

• Navigate to ArcGIS.com
• Login using any authentication method.
• Find any hosted tile layer.
• Scroll to URL and click view.
• Copy ?token=<TOKEN> from the URL of the page that opens.
• Navigate back to tiles.arcgis.com and append the token users copied to the end.
• Press Enter. The page refreshes and the URL changes.
• Append the token to the end of the refreshed URL, press Enter.
