The 'Cache answer' setting on the Design page of the Survey123 website is designed to persist the previously submitted answer in the browser and reuse the answer for the next submission. This only works after the first submission. The 'Draft mode' in the 'Share survey' section of the Collaborate tab is designed to store draft survey data before submitting in order to prevent the accidental loss of data (for example, by closing the browser). This only works before submitting.Workaround
Do not refresh the ArcGIS Survey123 browser page.
