This issue is not reproducible.

Workaround

  1. Upload the CSV file to ArcGIS Online and publish as a hosted table.
  2. Add the hosted table to the ArcGIS Hub content library. The hosted table is now stored on a different hive than opendata.arcgis.com and does not display the issue.
