Dragging a map into a Layout from the Catalog pane in ArcGIS Pro 2.3.1 defaults to the extent of the basemap rather than to the extent of the data or to the map set extent.

This issue is non-reproducible with the daily build of ArcGIS 2.4. The map frame extent results are as expected.
