ArcGIS Hub is working as excepted. Apparently, there is a misunderstanding or misconfiguration of a service as private or requiring authentication. When properly configured, the expected behavior is observed.Workaround
Log in to ArcGIS Online organization to search for the data (Postleitzahlengebiete), and export the data. Refer to the following link, (https://www.arcgis.com/home/item.html?id=5b203df4357844c8a6715d7d411a8341)
