Downloading a shapefile in NAD_1983_HARN_StatePlane_Washington_South_FIPS_4602_Feet (WKID 2927) from ArcGIS Open Data using the local projection shifts data to the northeast.

We are not going to fix this for now. The projection capability is in beta. The plan is that eventually, downloads will come directly from the item in ArcGIS Online instead of being proxied through Open Data, and it will work then.

Workaround

Disable Local Projections and download using the default WGS 1984, then re-project as needed.
