Downloading a shapefile in NAD_1983_HARN_StatePlane_Washington_South_FIPS_4602_Feet (WKID 2927) from ArcGIS Open Data using the local projection converts the data into a custom projection.

Marking this wontfix - we won’t be fixing any projection issues with the current downloads. The projection capability is in beta and projection issues will be fixed when we move to ArcGIS Online downloads.

Workaround

Disable Local Projections and download using the default WGS 1984, then re-project as needed.
