There are no plans to address this issue in Arcmap. However, it is confirmed that this is not an issue with the latest version of ArcGIS Pro (2.6). Since exporting layouts in ArcGIS Pro is processed with a clone of the layout in the background, the position of layout elements in the layout view is unaffected by the export.Workaround
Python script exports Data Driven Pages, and pins the north arrow by capturing its x, y, and width parameters initially, and re-applying with each page export.
