Bug

Creating, attaching or restoring a geodatabase is not updating the license key in SDE_server_config table - creation fails, or an error is returned that a valid license is not found.

Workaround

Close ArcCatalog after detaching, reopen and attachManually updating the license key in the dbo.sde_server_config table
