Workaround

The workaround for this issue, is the following:When the Create Partition Feature Class tool dialog box is displayed, the user has an option to either select a layer in the dropdown box for his Input or use the Browse option to select his Input. Using the dropdown option will generate an error. By using the Browse option, and adding the full pathname to the Input, the tool will function properly. I have tested this workaround, and the tool does work correctly using the full pathname.
