Clusters are missing in ArcGIS Online Map Viewer if the maxRecordCount value set is greater than the tileMaxRecordCount value for the feature layer.

Workaround

1. Access the item details page. Click Layers and access the service URL of the hosted feature service in ArcGIS Online as an Administrator. This opens a new tab with the token appended in the URL.
2. In the URL, replace rest with admin and replace '/' with '.' between the service name and FeatureServer. This provides the access to the ArcGIS REST Admin directory for that feature service.
3. Click Update Definition.
4. Search for maxRecordCountFactor and increase the value. For example from 1 to 2.
5. Click Update Layer Definition. If an error regarding the lastEditDate value is returned, change the value from 1508316350442 to " ".
6. Click Update Definition. This increases the maxRecordCountFactor which automatically increases the tileMaxRecordCount. For example, if the maxRecordCountFactor is increased to 2, the tileMaxRecordCount increases to 16,000.
