Workaround

Just double-click the file in Windows Explorer and it will get added into the currently open app (just like if you double-click a zip file to look inside it). Or on the ArcGIS Online site, click add to ArcGIS next to a layer package and it will get added into your currently open app (or the app will open if no app is currently running).
