Thanks for reporting this. This is a known limit with the Story Map Shortlist Beta: the aim of the ''as-is" workflow is that all the places and the tabs are definitely entirely by the point data being used, and can't be overridden in the Shortlist Builder. We have looked at providing an override in the Builder for reordering the tabs but this would require a choice for the author between respecting the layer or respecting the Builder, so we decided not to add this.Workaround
