By setting the CMYK color model with preserved color values, absolute colorimetric, and black point compensation color conversion components, the white color on a raster image does not look white on the exported TIFF layout.

The white area of the map frame is NoColor, defined in RGB space. During the export process with the color management enabled, this area is converted to CMYK and as such ends up with a slightly blue color (C 3.14 or so). If a true white background color is desired, set the map frame background to CMYK white (0,0,0,0), and the white area will be CMYK white.

Workaround

Use a CMYK white color as the map frame background color to ensure no conversion is occurring between RGB and CMYK during export. The map frame is set to NoColor which is an RGB color.
