The layout view represents a physical page. Just like a physical page, all the items on the layout are rendered at the same resolution, and moving closer or further away from the page does not change the number of pixels used to represent them. A map view is dynamically rendered to represent the content available. This is why screen-sized items like lines, markers and labels change size and or position to reflect the new extent, and imagery can get finer or coarser when zooming in or out.
