The issue appears to reside with the block inserts “INSITE_SPACE_LABEL” and “INSITE_DWGINFO”. These two block definitions are both devoid of geometry and attributes. When a new insert of either of these definitions is placed in the drawing, no attribute prompt is provided and no geometry is displayed. Furthermore, when the Manage Attributes command is executed on the drawing (003_1.dwg) the following is reported to the command line: “This drawing contains no attributed blocks.” These block definitions may have had their original components removed leaving orphaned attribute definitions loosely attached to the former block insertion points. This can be accomplished using a command like LAYDEL. This explains why the attribute definitions appear in the Annotation feature class, yet there are no user defined attributes associated with the block derived feature classes at ArcGIS Desktop version 10.4. The library update performed for that release may have caught this and interpreted the entities differently than at version 10.3.1. To remedy this issue, it is recommended recreating the block definition using AutoCAD’s block editor, and to reassign the desired attributes. Once the block definition is recreated the block entities can be reinserted, the corresponding attributes can be entered, and displayed as expected in ArcGIS Desktop version 10.4 and 10.4.1.
