Updated 7/2/12:This issue is fixed and no longer reproducible at ArcGIS Server 10.1 because of the new server architecture and new Manager. Users should be made aware of the significant changes in ArcGIS Server 10.1 and also advised of the strategies for migrating to 10.1, please refer to the Server Help.+++++++++++++++++++++++++++++++++++++++++++After logging into Server Manager with an Administrator account, a non-Administrator will be able to manage services until the SOM is restarted.Additional Note: Incident #957793:The workaround only grants temporary access for non-administrative users, after a period of around 20 minutes non-admin accounts cannot manage services again.
