ArcGIS Web AppBuilder does not honor web map visibility settings of the weather satellite imagery tile layer.

Workaround

Given that ArcGIS Web AppBuilder is being phased out, and will be retired by the end of 2025, no new features or enhancements will be added. It is advised that users migrate to ArcGIS Experience Builder to complete this workflow, both in terms of workflow functionality, and for long-term preservation of the user's apps.
