This is a known limitation with the design of supporting multiple languages in the form and the application locale. Refer to, https://doc.arcgis.com/en/survey123/faq/systemrequirements.htm for the expected behavior when the form language is changed. "By default, form content displays in the language listed in the default_language column of the settings worksheet of the XLSForm. If the language listed in the default_language column is changed to one of the languages listed in the above table, the app language changes to match."
