ArcGIS returns an exception for WFS (Web Feature Service) GetFeature requests that contain a filter with qualified gml:id for a specific OGC-compliant service (Safe PR35732).

From Safe Software:"The valid values for gml:id in the WFS GetFeature <ogc:GmlObjectId> should not have any additional prefixes.
