ArcGIS Pro is unable to reference a pre-created cloud storage connection file while creating a new ortho mapping workspace unless the connection's Properties dialog box is first accessed from the Catalog pane and the OK button is clicked.

Workaround

  1.  In the ArcGIS Pro project, locate the .acs file in the Catalog pane.
  2. Right-click the .acs file and select Properties.
  3. In the Properties dialog box, click OK.
  4. Create the workspace.
