This bug is a duplicate of BUG-000129077Workaround
Via ArcGIS Pro->Ribbon->Project->Portals->Ensure Active Portal Connection is set to a ArcGIS Online portal connection. We do not need to be signed into this organization, though this must be 'Set as Active Portal via Portals->Options->Set As Active'.
