ArcGIS Pro 3.1.2 freezes when a DWG file is imported into a project. The same file opens without issue in earlier versions of ArcGIS Pro.

This issue was not reproducible in-house and will not be addressed at this time. If the issue persists, contact Esri Support Services.Workaround
- Rescale the CAD drawing from millimeters to meters, and use the MOVE command to place it in a real-world coordinate system where the building actually exists on the surface of the earth.
- Use earlier versions of ArcGIS Pro (for example, version 3.0.4).
- Use ArcMap 10.8.2. The DWG file opens smoothly, with no manipulation in ArcMap 10.8.2.
