ArcGIS Online does not transform an ArcGIS for Server 10.1 map service based on Israeli Transverse Mercator (ITM) grid coordinate system. It is misaligned in ArcGIS Online.

Workaround

1. Open the MXD file.
2. Add the Topography basemap from the Add Basemap option.
3. Change the data frame coordinate system to Web Mercator (102100).
4. Use the Transformation to project the data correctly on the Topography map.
5. Remove the Topography basemap and change the data frame coordinate system to Israeli Transverse Mercator (ITM) grid.
6. Publish the MXD file to ArcGIS for Server 10.1.
