ArcGIS Field Maps Designer cannot create empty web maps when the organization's default basemap is set as something not in Web Mercator.

Workaround

Change the ArcGIS Online organization's default basemap to something in Web Mercator, such as a default Esri basemap. Default Esri basemaps can be added to a user's basemap gallery by searching for them in ArcGIS Living Atlas of the World and adding them to the relevant group.

Additionally, the web map can be simply created in Map Viewer. Once saved, it can be used in ArcGIS Field Maps Designer as expected.
