ArcGIS Enterprise 10.6.1 on Microsoft Azure 9 virtual machines configuration from the ArcGIS Enterprise Cloud Builder Portal for ArcGIS site does not properly fail over if the Portal for ArcGIS service is stopped on one of the Portal for ArcGIS machines.

Workaround

Navigate to the internal load balancer of the portal in Azure Resources group where you deployed the site is deployed. Load the Balancing Rules > HTTP and HTTPs both. Set Health probe to lbprobe from the dropdown list > Save.

This issue is resolved in ArcGIS Enterprise Cloud Builder for Microsoft Azure 10.7.
