This is a known limitation of the current implementation of graphics

Workaround

One possible approach they could take would be to create and store the geometries based on the initial GCS. Then each time they switch the spatial reference they could update the elements with the initial source geometries. An example of this is attached "GraphicsTest"1) Open and run the attached application - on form load the geometry list is created2) Click Add Graphics - The elements are created and geometries assigned from the list - all of the elements are added to the graphics layer3) Click one of the alternate spatial reference buttons - each of the existing elements are reassigned with the initial geometry and the spatial reference is updated Currently when you switch to one of the projections that would exclude a portion of the graphic it gets permanently altered. So when you switch the projection back to one that should not exclude any portions you still see the "clipped" geometry. The attached workflow simply demonstrates how we could avoid this by maintaining a static list of geometries that we could reuse to avoid the permanent alteration of the graphic.
