ArcGIS 10.3 for Desktop does not recognize special characters if a file does not have a .cpg file associated with it.

Workaround

To get the files to display by default, export to a new shapefile in ArcGIS 10.2.2 for Desktop which generates a .cpg file, or generate and import the files into a file geodatabase in ArcGIS 10.2.2 for Desktop.
