Any created shortcut key for "Pan to Selected Features" won't work if used immediately after selecting a record from the attribute table without first clicking onto the mapping pane.

At this time, this is not in the product plan for ArcMap. You can, however,hold Ctrl + double click on the row header in the table to pan to a feature. Workaround

After selecting a record(s) in the attribute table, click the mapping pane and then use the shortcut key.
