Workaround

• On the annotation selection, right-click and click Remove From Relationship.
• On the feature selection, right-click and click Add Selected To Relationship.
• Require a symbol code to be selected upon creating the annotation feature class. Ensure the Symbol ID field has a value before committing edits.
