Using basemap layers and Data Frame Time dynamic text in Layout view of ArcMap (ArcGIS 10) should enhance time visualization & exported video quality.Workaround
In ArcGIS 10, use the Data Frame Time dynamic text to display the date/time in the Layout view. Also, to increase performance all the layers, which are not time-enabled should be placed in a basemap layer.
