Workaround

Disable Draw representations that have an invalid or null Rule ID by following the steps below: 1. Right-click the layer in ArcMap > Table of Contents > Properties.2. Click the Symbology tab. 3. Click the Representation of the layer.4. Click the Layer Options button, then choose Display Options.5. Uncheck the Draw representations that have an invalid or null Rule ID check box. 6. Republish the feature layer.
