From the FAQs and documentation on the Story Map Tour, it suggests that the intended workflow for using existing data to create a Story Map Tour is to follow the CSV upload method using the Advanced Options upon creating a Story Map Tour (note: the schema must match the sample CSV schema, and the lat long fields must be in decimal degree format). However, the recommended and easiest way to author a Story Map Tour is to " upload [photos] directly as files from your computer into the Map Tour Builder."
