Bug
After the ArcGIS Online November 2024 update, searching an address in the Search widget and passing the location to the Near Me widget causes the Map widget to zoom to the Near Me result's radius, rather than the Map widget Zoom action's custom scale.

It is not recommended to configure message actions for both Zoom To and Set Location against the same data source. Set Location is designed to zoom in to configured search distance, in this case, do not set zoom in action in the Search widget.Workaround
It is not recommended to configure message actions for both Zoom To and Set Location against the same data source.
