Thank you for your valuable feedback. By design the Color-coded map is the top layer and if you click on the map to display the information popup, by default the color-coded variable information is displayed for the selected geography. A single mouse click will not display the underlying point data attributes. The work-around it to use the hand select tool and perform a shift and drag function to select and display both the color-coded map data and the point data. Two popups will be displayed, one for the selected point data and one for the selected color-coded geographies. If multiple points are selected, you can scroll through the points to view the attributes for each point and see the selected point highlighted on the map. We greatly appreciate your feedback and will consider enhancements to improve your user experience for displaying web map popups when a color-coded map is used. Workaround

1.Share the map to ArcGIS Online2. Reconfigure the pop-ups for the color-coded layer and the web map's layers in ArcGIS Onilne.3. Add the web map in Business Analyst Online4. The pop-ups will show for both the color-coded layer and the web map's layers.
