Unable to reproduce the behavior using the latest version of ArcGIS Pro (version 3.3.1). Successfully updated the license of the enterprise geodatabase without having to append '.ecp' to the keycodes file. ArcGIS Desktop is in mature support, which is the end of functionality-based patches and hotfixes. Refer to the following documentation for more information: https://support.esri.com/en-us/products/arcmap/life-cycle.Workaround
Add the '.ecp' extension in the keycodes file.
