Bug
A web map containing the Ocean Basemap as well as an ArcGIS Server map service layer as the basemap and shared as a Web AppBuilder for ArcGIS application causes the minimum scale level to be that of the initial extent of the map service layer.

Avoid using the Ocean Basemap when adding additional service layers to the basemap and creating a Web AppBuilding application.
To restore the web map back to normal:
1. Designate a different basemap other than the Oceans basemap.
2. Navigate to the application and save the application.
3. Navigate back to the web map and zooming should be back to normal.
