Bug

A table that participates in two 1 to Many composite relationship classes, first as the destination table, then as the origin table, using the same key field can only have one record added when the empty schema is published to ArcGIS Online and edited with the Edit widget.

Workaround

Add an entry to Table1 in ArcMap or ArcGIS Pro, publish to ArcGIS Online, and delete the table so that the schema is newly empty and ready for real edits
