A siloed ArcGIS Server Sites CloudFormation template fails to start ArcGIS Server services when launching instances from a created Amazon Machine Images (AMI).

Workaround

Before creating the AMI from the configured EC2 instance, rename the following files with a .old extension:

C:\Program Files\ArcGIS\Server\framework\etc\NodeAgentExt.xml

C:\Program Files\ArcGIS\Server\framework\etc\hostname.properties
