A map service published from ArcGIS Pro based on imported MXD writes out a small value for transform.scale in a PBF format causing JavaScript client applications not to work correctly.

Workaround

• Copy the layers from a map imported from a .mxd file into a new map created in ArcGIS Pro and publish the map.
• In the ArcGIS API for JavaScript app, set the QueryTask's outSpatialReference to view the spatial reference system. Refer to the sample here: https://codepen.io/ycabon/pen/abGvBPG?editors=1001.
