A layer with a single point feature (single record) is not displayed in the Operations Dashboard for ArcGIS map widget.

Workaround

  1. Publish a hosted feature service with one feature class that contains one point.
  2. Overwrite the hosted feature layer by adding another point to the same feature.
  3. Delete the second feature of the hosted feature layer from Portal for ArcGIS.
  4. Click Details > Save layer to save the edit.
  5. Create a web map from the hosted feature layer.
  6. Use the web map with Operations Dashboard for ArcGIS.
