Bug
A layer opens in a web map successfully but the layer reference fails to open the layer item with the error message, "The item you requested cannot be found. The item may have been deleted or you may have entered an incorrect URL."

When updating a web map reference layer, update the item data, and save the changes to update the configuration file to the latest setting.Workaround
Although it is not supported by Esri support, use ArcGIS Online Assistant as the final solution to correct the map layers Item ID.- Determine the Map Item ID.
- Determine the service old Item ID.
- Determine the service new Item ID.
- Open ArcGIS Online Assistant.
- Locate the item and select I want to... view an item's JSON.
- Under Data, copy the JSON for back up.
- Replace all reference of the old with the new Item ID.
