A geoprocessing service referencing a temporary route event layer fails to publish to ArcGIS Server 10.3 if the input data used to create the route event layer resides in an enterprise geodatabase.

Workaround

Store the referenced input data in a file geodatabase, or export the temporary route event layer (for example, shapefile, file geodatabase, or enterprise geodatabase) prior to running the tool.
