A DGN file containing elliptical arcs draws extra circles or ovals in Arcmap. This also occurs when the data is imported to a personal geodatabase.

Workaround

Converting elliptical arcs to circular arcs in Microstation resolved the problem, but this feature type does not serve the purpose for some lines in Microstation.
