This is a data capturing/processing problem. The issue with this dataset is that a single feature contains many buildings. This can be explored by simply clicking on the features and getting a pop-up. The highlighted area is always a single feature. If that feature happens to contain many buildings, this is very problematic for the Scene Viewer memory management, as the textures used for a single feature are orders of magnitude larger than expected. There is nothing that the Scene Viewer team can do to improve this and the only solution is to process the dataset so that it contains ideally one building per feature.
