Synopsis
The Edit Settings button is unavailable when the ArcGIS Web Adaptor (Java) is deployed on the latest versions of Apache Tomcat.
Additional Information
Newer versions of Apache Tomcat add additional checks for characters in the HTTP requests, and some requests are rejected as a result.
Alternate Solution
Use a different version of Apache Tomcat, such as 7.0.72 and below, 8.0.38 or 8.5.6.
