Error Message

When attempting to start or stop services hosted with the ArcGIS Server site, an error message similar to the following may be returned:

ArcGIS Server site is currently being configured by another administrative operation. Please try again later.

Cause

The error can be returned if the Windows account running ArcGIS Server does not have sufficient permissions to the ArcGIS Server directories and configuration store.

Solution or Workaround

Ensure the Windows account associated with the ArcGIS Server Windows service has adequate permissions to the ArcGIS Server folders.
On the machine hosting ArcGIS Server:

  1. Check the permissions of the ArcGIS Server account for the following folders:
    • <ArcGIS Server installation directory>\arcgisserver
    • <ArcGIS Server installation directory>\Program Files\ArcGIS\Server
    • <Python Installation directory>\Python27
  2. If possible, provide full control permissions to the primary and secondary objects residing within these locations.
  3. Run the Configure ArcGIS Server Account utility. The utility is designed to apply permissions to all necessary directories across all the machines in the deployment. For instructions to run the utility, see ArcGIS Enterprise: Changing the ArcGIS Server account.
Note:
Running the Configure ArcGIS Server Account utility requires the user name and password of the account that is used to run ArcGIS Server. The account can be either a domain account or a local account. If the account is not known, find the account by looking in the Windows Services console. For more information, refer to ArcGIS Enterprise: The ArcGIS Server account.
  1. Restart the ArcGIS Server Windows service.
